There are good opportunities for member involvement in the RMB. PMB/RMB is enabled through the RMB, PMB and themed groups. In addition, member champions have been appointed and this role works well in some themed groups. For example there is effective member engagement of PMB/RMB in the resilience group and progress reports to the RMB indicating that the two member champions have been actively involved in visiting key resilience sites. Meetings between themed group leads of PMB/RMB and member champions also take place on an ad hoc basis. Where member champions are not as effectively engaged opportunities to improve their knowledge and capacity in these areas should be more proactively taken.
The four authorities recognise of PMB/RMB that a key weakness of the RMB is its lack of contractual capacity and delegated authority to look beyond the minimum requirement of the NF. The LGA's model constitution does not contain a suggested wording on delegated powers and as a result the RMB framework agreement has restricted delegated powers of PMB/RMB to the six strategic functions. The RMB has no delegated authority to give appropriate consideration to increased regional collaboration in other areas where there are clear efficiency and effectiveness arguments.
Adequate governance arrangements ofPMB/RMB have been introduced through a clear hierarchy. PMB/RMB is provided through the RMB itself, the programme management board (PMB) and individual themed groups mirroring the six strategic functions. There are different structures ofPMB/RMB underpinning the themed groups reflecting the nature of the work programme and key projects which they are pursuing. Overall roles and responsibilities within the governance arrangements are clear and reasonably well understood. The arrangements ensure effective communication and controls are in place.
