This circuit places an LED in an ac circuit, where it operates as a pilot lamp. The capacitance value sets the LED's current. For 120-Vac operation, a 0.1-μF, 400-V capacitor will result in a 5- to 10-mA current, and a 0.22-μF unit will produce approximately 20 mA of current.
