Frequency of input from tachometer is doubled by charging and discharging of C1 to reduce ripplein DC output voltage of tachometer circuit. Opamp 2 provides bias current for opamp 1, while Q1 drives large load currents and provides DC level shift required for bringing output voltage to zero when input frequency is zero.-T.
