National LM3909 IC is connected as relaxation oscillator for flashing red and green LEDs alternately. With 12-VDC supply, repetition rate is about 2.5 Hz.Green LED should have its anode or positive lead toward pin 5 as shown for lower LED, where shorter but higher-voltage pulse is available.
